When crises pass, budgets disappear
After four years of ramp-up (2020-2024), public funding for climate change adaptation in France is coming to an abrupt halt. This is one of the major findings of the I4CE report published in September 2025, "Adapting France to +4°C: means, needs, financing". And nowhere is this contradiction more visible than in French forest policy.

Since December 23, 2025, the France Nation Verte public forest renewal support program has been suspended due to the absence of a finance law. While over 80% of French forests affected by health crises remain unregenerated and the national carbon sink has been halved in ten years, private funding has become the only immediate solution to continue the urgent adaptation of our forests.
The latest note from the Economic Analysis Council (CAE) proposes an innovative method for integrating the true value of forest services into national accounts and attempting to steer public policy in a more appropriate direction. This approach aims to reveal the costs and benefits of action in favour of forests, so that their importance is no longer underestimated.
In 2025, the decree and order governing the Low Carbon Label (LBC) were revised. This update brings greater clarity and harmonization with European and international standards, while strengthening the transparency and readability of the framework.
Clarified Terminology: the “Carbon Credit”
The first major change concerns the vocabulary. Until now, one ton of CO₂ equivalent reduced or sequestered was called “emission reduction.” It is now designated by the term “carbon credit.”
